Speaker: David Green CB QC, Director - Serious Fraud Office
David Green has been Director of the SFO since April 2012, having previously run the Revenue and Customs Prosecutions Office; this followed 25 years both prosecuting and defending at the Criminal Bar.
The Serious Fraud Office (SFO) defines itself as a specialist prosecuting authority tackling the top level of serious or complex fraud, bribery and corruption. They are unusual in the UK in that in view of the complex nature of their cases, they both investigate and prosecute. Much of the SFO’s work in recent years has prioritised foreign bribery and an OECD report has called on HMG to ensure the SFO’s independence and boost its funding which over time has been reduced. But the new power exercised by the SFO – the Deferred Prosecution Agreement – which David pushed for, has resulted in the payment of very substantial fines by well-known UK companies and while not without controversy it is seen as a success securing the SFO’s future.
