Mr John Manzoni, Chief Executive, the Civil Service will discuss whether the balance between process and delivery is right in the Civil Service.
John Manzoni was appointed Chief Executive of the Civil Service in 2014. The government's choice of a senior business figure for this new role speaks for itself. John came from a highly successful career in the energy sector - as BP's chief executive of refining and marketing, the as CEO of the Canadian firm Talisman Energy – before joining the Civil Service firstly as Chief Executive of its Major Projects Authority.
Early on in the CEO post John was quoted as being clear in his view that the civil service was too focused on policy-making rather than leadership on big projects, and he has said his mission is “to bring a lens of execution or delivery into the civil service.” But any such changes in purpose, attitude and practice must be brought in against a background of severe cuts and, at least in some areas of the Civil Service, serious morale problems. This will be an extremely interesting event for any member interested in the future running of this country, of execution of HMG policy, and of business relationships with government.
